Right or Commodity?

In response to a (tweet-)claim by Bernie Sanders:

Health care is not a commodity. It is a human right. And the goal of a sane health care system should be to keep people well, not to make stockholders rich. That is why we need Medicare for All.

Comes this response:

Health care can be scarce and requires providers. Rights are not scarce and do not require providers. Health care is a commodity, not a right.

Or as someone else wrote, An inalienable right cannot be dependent on the labor of someone else.
